Abdelrahman Ghaleb Barqawi is an American strategy and operations executive specializing in institutional system design, regulatory frameworks, and cross-border execution across Saudi Arabia, the United States, Türkiye, the UAE, and emerging markets. His work centers on building investment-grade operational architectures for early-stage and complex assets; structures that meet the standards required by sovereign investors, national regulators, and global capital markets.

He currently serves as General Manager of Troy Eagle Mining Co., where he leads exploration strategy, regulatory engagement, and operational architecture for a portfolio of gold and critical-mineral licenses in Saudi Arabia. Barqawi co-designed the company’s full operating framework; including licensing workflows, NI 43-101 aligned technical reporting, compliance systems, and institutional cost structures, positioning Troy Eagle as an investor-ready exploration platform with expansion pathways into Eritrea and Tanzania.

Previously, Barqawi served as Director of Strategy & Planning at MASCO Group, a major Saudi contractor and developer with a $1.5B+ EPC and infrastructure portfolio. He supported C-suite leadership on PPP and BOT opportunities, activated PIF-aligned development channels, and co-structured multinational consortiums with Korean, Turkish, and Chinese partners. Working directly with the Chief Investment Officer, he led feasibility and portfolio analysis across manufacturing, mobility, water, rail, and complex superstructure projects. His work introduced standardized procurement and approval systems, reduced bid-development friction, and advanced compliance across national programs including the National Industrial Development and Logistics Program (NIDLP). His contributions supported engagements with Diriyah Gate, King Salman International Airport, NEOM, New Murabba, and the Royal Commissions for Riyadh and Makkah.

Earlier in his career, Barqawi served in Washington, D.C. as Director of International Projects at Redwood Global, overseeing financial planning and operational systems for a $20 portfolio across technology, energy, logistics, and manufacturing. He developed unified reporting and cost-control systems that strengthened capital allocation and executive decision making. During this period, he expanded exposure to digital finance and next-generation monetary systems, supporting tokenized royalty model development, audit-ready algorithmic strategies, and contributing research to the Atlantic Council on central bank digital currencies (CBDCs). He additionally collaborated with Türkiye’s Bogazici Ventures on blockchain-based payment infrastructure and financial inclusion initiatives.

Across his roles, Barqawi is recognized for his ability to build the structural, regulatory, and financial systems that enable scale, from institutional governance and exploration workflows to investment-ready data environments and cross-border operating models. His experience across mining, EPC, real-sector investments, and financial-system architecture positions him as a strong contributor to sovereign wealth platforms and national investment institutions. He holds dual B.Sc. degrees in International Business and Marketing from the State University of New York at New Paltz and is fluent in English and Arabic.
